The Metropolitan Police racially motivated crime project. NOT IN CROYDON IF YOU ARE WHITE.
The Home Office's Targeted Policing Initiative, part of their Crime Reduction Programme, invited police services to submit innovative projects to combat specific crimes.
In early 1999 the Met submitted a project to the Targeted Policing Initiative to research and progress methods of investigating Racially Motivated Crime. The project was successfully received and the Met was awarded one million pounds by the Home Office to develop its project.
The initiatives are targeted at locations within four London Boroughs: Greenwich, Hounslow, Merton and Tower Hamlets. The funding is for two years and the project should be completed by April 2002.

The purpose of the project
The main purpose is to discover which are the best ways to deal with racially motivated crime. Some of these methods may then be put into practice in other parts of London. SUGGESTION . . . GO TO CROYDON. THERE ACCORDING TO Mr STOCKFORD the CRIME MANAGER. HATE MAIL, INCITEMENT TO RACIAL HATRED, GUN THREATS, EXTORTION, SELLING PROPERTY BY DECEPTION, POLICE TRESPASS, IS “not a matter in which police should or will become involved.”
The aims of the project
The overall aims are to:

Each of the four sites, Greenwich, Hounslow, Merton and Tower Hamlets will make a contribution towards achieving the overall aims by tackling different aspects of race crimes.

How the project will be evaluated
By the end of the project we hope to have a clearer idea of what works in dealing with race crime. Once we have evaluated what works best, we will use the same methods elsewhere in London where there are similar problems. . . . START WITH CROYDON. . . . . Because  IN CROYDON this unprovoked letter

Disclaimer . . I don’t know how Croydon MET Police treat other people but this is how they have treated me. Everything is true with letters to back it up.  The sarcastic notes are based on those truths and are not meant to imply the Metpolice always act that way.
If you’ve read any of the above or preceding pages you will gather I have a number of complaints against The Metropolitan Police . . . Croydon in particular. . . you’d think so wouldn’t you? . . .NOT A BIT OF IT. . . Croydon Police  won’t  look into these complaints . . . WHY . . Because they are complaints. . . . . but they have agreed to look into them as a ‘matter’ . .  . . like it will make a difference.

You can see from the date of this letter how long this MATTER has been waiting to be looked into . . . .

Thank you for your letter of 19th May. I am mindful  that this ‘matter’ is not the sort of SERIOUS stuff you usually look into and thank you all the more for the trouble you are taking on my behalf.

Quite frankly I couldn’t care less whether this is dealt with as a ‘matter’ rather than a ‘complaint’  It doesn’t ‘matter’ a jot to me . . . (for the moment) . . . as long as it is INVESTIGATED. My cause for ‘reproach’ . . (lets say then) . .  of the Police is that we have been treated biased and shabbily by them up to now. And I want them to redress the balance. It is as simple as that.
Mark Stockford writes that this is a civil dispute and not a ‘matter’ for the Police.
Well he should have thought of that before he sent two officers to my private property. Who then proceeded to intimidate me quite wrongfully and unlawfully  . . . (FURT TEAM)
He should have thought of that before he sent a further FIVE officers at a later date to do the same no doubt . . . or were they coming to inspect my handiwork? . . . (TWAT TEAM)
What staggers me is. . . . if I had been lied to . . .and had caused all that Police mayhem on the basis of those lies . . . I would WANT to investigate the ‘matter’.
And until I find out why these people like Mark Stockford do not WANT to investigate it . . . I am entitled to wonder if they do not WANT to . . . . for similar reasons that London Borough of Croydon don’t WANT to investigate the ‘matters’ they are responsible for causing.
The ‘matters’ I WANT investigated are, why S J Patel is allowed to tell his tenant that I am a nuisance RACIST he is trying to get rid of . . . and stirred up the RACIST trouble that he did . . and then he just gets away with it without any INVESTIGATION whatsoever.
And then the ‘matter’ of the flue. . . . What corrupt process allowed that to happen?
For the time being I am prepared to accept that Croydon Constabulary are looking into a ‘matter’ and will wait to see if that is just not another way round having to INVESTIGATE the ‘matter’.

Put simply  Croydon Police offer to look into your ‘grievance’ as a “matter” . . they ask you to accept that and of course you do . . . .  THEN they totally ignore it  . . . by doing this they are not ignoring a complaint and it stays off their books. . . . and the best bit is  . . . you agreed to it. . . what a great scheme eh?
 The London Borough of Croydon have a similar scheme and it was explained to me by one of their employees. Only their scheme is far more devious.

1.3 The Association of Chief Police Officers (ACPO) define a racial incident as:

1.5 ACPO have set out basic standards for recording racial incidents and individual forces have produced detailed step-by-step guidance. In particular, the ACPO Policy Principles for Dealing with Racial Incidents state:
"There should be a presumption towards prosecution in all racially motivated incidents and the effectiveness of police response enhanced by promoting increased prosecutions, where evidence allows, thus demonstrating to perpetrators that their actions will not be tolerated."

Despite officers nationwide being issued with a booklet saying 'Don't forget, if anyone says it's a racial incident, it is!'
ALL the above guidelines were totally ignored. . . . Not only that Croydon Police lost the evidence  . . All four items properly and correctly entered into evidence along with my correctly sworn statements.
The point of these web sites is to point out that the same rules about racial hatred, racial threats, racial abuse, and even a racist gun threat  . . that I had to suffer and endure. . . APPLY JUST AS MUCH TO THE BLACK CITIZENS AS THEY DO TO THE WHITES. And the Police are duty bound to abide by that and not just suit themselves.
Croydon Crime Manager Mark Stockford’s statement “This is not a matter for the Police” is not only UNTRUE but is UNLAWFUL.

COLIN IS BACK . . . My sites have fallen by the wayside for a year while I was being sued unsuccessfully in the High Court of Justice . . . .
